In the musical and 1982 film, he was first shown when Annie and Oliver Warbucks visit the White House, so he can convince Warbucks to support the New Deal. During their visit Annie cheers him up, by singing Tomorrow. He then sings Tomorrow along Annie, Eleanor and Mr. Warbucks, and in the musical, his Cabinet. He leads this song. In the 1982 film, he is also seen at the 4th of July party at the end, having fun.
In the 1999 film, Annie and Mr. Warbucks don't visit President Roosevelt at the White House, but the President does come to the Warbucks Mansion to celebrate Christmas. While he is there, he arrests Miss Hannigan, Rooster Hannigan, and Lily St. Regis. He then informs Annie of who her real parents are, and promises parents to all the other orphans.
